Transnational Access to INFN research infrastructures:
Both Nuclear Physics infrastructures (LNL and LNS) of INFN will act as a unique entity within the European Nuclear Science and Applications Research (ENSAR) Integrated Infrastructure Initiative (I3) in EU-FP7. This Grant Agreement gives the opportunity to European research teams performing or planning a research activity at LNL or LNS, to apply for EC funded access to INFN research infrastructures in order to cover subsistence and travel expenses. The only eligible research teams are those carrying out their research activity in the EU Member States (except Italy) or Associated States. Such criteria of eligibility are fixed by the EU and the status can be checked at the official UE website.

Accelerator facilities

Superconducting Cyclotron (K=800; heavy-ion stable beams with energies up to 80 MeV/u);
Tandem/PIAVE+ALPI accelerator complex (heavy-ion stable beams with energies up to 15 MeV/u);
16 MV XTU-Tandem and 15 MV SMP Tandem accelerators (heavy-ion stable beams up to few MeV/u);
EXCYT+SMP Tandem for the production of exotic beams at few MeV/u;
2.5 MV AN2000 and 7 MV CN Van de Graaff accelerators at LNL (light-ion stable beams).

Associated research instrumentation

'Nuclear Structure and Dynamics Based Facilities' (NSDBF) and 'Applied and Interdisciplinary Physics Facilities' (AIPF) are available at LNL and LNS.
In particular, NSDBFs include:

AGATA Demonstrator and GASP equipped by different ancillary detectors;
large solid angle spectrometers PRISMA and MAGNEX;
EXOTIC beam line for the production of light unstable ions by inverse-kinematics reactions;
FRIBS separator for the In-Fligth production of exotic beams.


The most important AIPFs comprise:

CATANA (proton and carbon beams from the cyclotron for biomedical applications);
STARTRACK detector for nanodosimetry studies;
micro-beam facility for elemental analysis of archeological and geological samples at the AN2000;
Radiobiology Irradiation Facilities at the 7MV CN accelerator (for light ions, A: 1-4) and at the Tandem-ALPI accelerator complex (for heavy ions, A > 4);
LANDIS laboratory for non-destructive in situ analysis of archaeological samples.

Main fields of research

Facilities and related instrumentation offered for the access are particularly suited to perform nuclear structure and reaction dynamics studies under different conditions of excitation energy and angular momentum as well as interdisciplinary research. Presently, the main research lines at the infrastructures include: structure of moderately neutron-rich nuclei produced via binary reactions; dynamics of heavy-ion reactions near barrier and around the Fermi energy; giant resonances; nuclear astrophysics; study of the effects induced by irradiation on cells, devices and materials; elemental analysis of geological, archaeological, biological and environmental samples by using nuclear techniques.

Scientific Committees and ENSAR User Selection Panel

LNL and LNS are user oriented laboratories offering several research infrastructures to national and international groups. The access to these facilities (accelerators and experimental set-ups) has to be requested by submitting a written scientific proposal. An additional application form has to be submitted by the users interested to obtain the EU support foreseen by the ENSAR grant agreement. The evaluation of the scientific proposals is carried out by the LNL and LNS Scientific Committees:

a Program Advisory Committee (PAC) for nuclear physics experiments at the XTU Tandem/PIAVE-ALPI accelerator complex of LNL and a User Selection Panel (USP) for applied and interdisciplinary physics projects to be performed at the same accelerator complex and at the AN2000 and CN Van de Graaff accelerators;
a Program Advisory Committee (PAC) for nuclear, applied and interdisciplinary physics experiments at the SMP Tandem, the K800 Superconducting Cyclotron and the EXCYT facility of LNS.

For the selection of the projects which could benefit of TNA funds within the ENSAR project INFN adopted a two-step procedure involving the local PACs and USP for the reviewing of the scientific proposals on the basis of the scientific merit and the allocation of beam time and leaving the final decisions about the financial support to a unique ENSAR User Selection Panel (ENSAR USP). Communication of the selection result, whether positive or negative, is finally sent by e-mail to all group leaders (spokespersons) of the projects. The ENSAR USP bases its selection on the scientific merit following the priorities and the prescriptions mentioned in the Annex III “Specific Provisions for Transnational Access Activities” of the grant agreement. The ENSAR USP is composed of the following members:

The ENSAR USP will meet at the end of the last meeting of the local PACs.

How to apply

The Program Advisory Committees (PAC) of LNL-LNS meet once/twice a year depending on the limits of the beam time available for users fixed by the schedule of maintenance and upgrade operations of the research infrastructures. Calls for proposals will be published in the LNL/LNS web pages. Moreover, user groups will be informed by e-mail about the deadline for proposal submission. Proposals must be submitted via web by using the on-line submission forms available within the LNL and LNS web pages.
If a user group applies for EU support within the Grant Agreement ENSAR (no. 262010), an additional application form (TNA03_form.doc) has to be submitted by the user group leader (spokesperson of the experiment). The application form for EC funds has to be attached in the LNL and LNS on-line submission pages for the beam time requests. Moreover, the Group Leader has also to fill in the list of users (ListOfUsers.xls) where detailed information concerning all group members has to be collected as requested by the EC database. Financial support

  Travelling expenses
Travel expenses will be refunded at the most economic fares, and anyway up to a maximum of 300,00 € for LNL and 400,00 € for LNS. Italian administrative rules will be applied. All travelling expenses reimbursed to the users will be taxable in compliance with italian fiscal policy (30% of the expenses). To arrange your visit, please contact LNL and LNS user office (mailto: lnlensar@lnl.infn.it at LNL and lnsensar@lns.infn.it at LNS) in order to activate a service of booking and issue of e-tickets reserved for ENSAR guests at our travel agencies in Padova and Catania. In this case the e-tickets will be paid directly by INFN/LNL-LNS.
All expenses admitted to the reimbursement must be documented with original documents (fiscal invoices, receipts, any ticket useful to the refund). Please note that in each travel ticket your name must be specified.

  The following tickets will be refunded:
All public means of transport (both trains and buses) from Airport to LNL or LNS will be refunded.
- Train: only second class tickets.
- Airplaine: only economy class tickets will be refunded. No business class tickets are allowed.
  Boarding passes must be kept and enclosed to the original flight tickets.
  What is not refunded:
No taxi or shuttle costs will be refunded (see exceptions below). Furthermore, no local (i.e. during your stay at LNL or LNS) mean of transportation will be refunded.
  What can be refunded exceptionally:
Taxi/shuttle receipts can exceptionally be refunded only when no public transportation is available. Anyway, the use of taxi/shuttle must be duly justified and authorized before your arrival (it is sufficient to send an e-mail to lnlensar@lnl.infn.it), and the receipt must contain the name/s of the person/people who is/are allowed to ask the refund.

  Subsistence allowance
Subsistence allowance will be provided by INFN-LNL/LNS within the European Commission funds. Approved requests will be refunded on a per diem basis of 63,00 € net/day (a tax of 30% is always applied on the gros amount in compliance with Italian fiscal policy).
Reimbursement of travel costs and subsistence allowance will be made by bank transfer AFTER RECEIPT OF ALL THE ORIGINAL TRAVEL TICKETS. You are thus required to bring with you your banking coordinates (name and address of the bank, account no., IBAN, BIC/SWIFT codes).
Documents required for reimbursement:
- Passport;
- Personal identification code for tax purposes;
- Original tickets and all documents relevant to the journey (flight, train, bus) including the original invoice issued by the travel agencies (also the boarding passes);
- Banking coordinates.
The original flight tickets and boarding passes must be sent by post as soon as you arrive at your home institute to:

Group Leaders of the projects supported within ENSAR have to:

ensure that all publications directly linked to the work performed in the framework of the supported project include the following acknowledgement: The research leading to these results has received funding from the European Union Seventh Framework Programme FP7/2007- 2013 under Grant Agreement n° 262010 - ENSAR. The EC is not liable for any use that can be made on the information contained herein.
keep LNL and LNS informed of all the publications referred above by sending the references to lnlensar@lnl.infn.it;
fill in the on-line "User Group Questionnaire" at: EC-Questionnaire. The questionnaire must be submitted once by each user group as soon as the experiments on the infrastructure come to end. Please, quote the User Project Acronym assigned by the ENSAR User Selection Panel. The number of the EC Grant Agreement that financed the user group's access to the research infrastructures is: 262010 (ENSAR);
send objectives and achievements of their projects to lnlensar@lnl.infn.it at the end of the experiments. Please use the form "Experiment Summary Report".
